A New Era for Odisha’s Steel Industry
India’s steel sector is moving towards global competitiveness, and Tata Steel has taken another step forward in this race with the Phase 2 expansion of its Kalinganagar plant. Located in Odisha’s Jajpur district, the plant has now grown from 3 MTPA to 8 MTPA capacity – a feat that will shape not just production numbers, but also India’s infrastructure and economic future.

Project Overview:
This phase 2 expansion by Tata Steel is a mega investment of ₹27,000 crore – the largest private sector investment by Tata Steel in Odisha. In this phase, a new blast furnace, steel melting shop, hot strip mill, and several auxiliary units have been installed, increasing the production potential of the entire facility from 5 MTPA to 8 MTPA.
Asia’s Largest Blast Furnace:
The new blast furnace installed in the plant is the largest blast furnace in India so far, with an inner volume of 5,870 cubic meters. It can produce more than 13,000 tonnes of hot metal every day.

Location Advantage: Kalinganagar – Steel Cluster of India
It would not be wrong to call Kalinganagar the “Steel Hub of India”. This area is already the epicentre of players like Tata Steel, Jindal Steel & Power, VISA Steel. The Odisha government has given it the status of National Investment and Manufacturing Zone (NIMZ) with the objective of making this region a globally competitive industrial zone.

Objectives of Phase 2 Expansion
Capacity Enhancement:
Tata Steel’s ultimate vision is to develop Kalinganagar phase 2 expansion as a world-class integrated steel plant where capacity is gradually increased to 16 MTPA.
Product Diversification:
This plant will manufacture high-end flat products, automotive-grade steel, shipbuilding steel, pipeline steel and special steel – critical for infrastructure, automobile, power and defence sectors.
Export Potential:
The plant’s strategic location is close to Dhamra port, which will significantly enhance export capabilities. Tata Steel’s focus is to export from Kalinganagar to South-East Asia, Europe and Africa markets.
Sustainability & ESG Commitment
Tata Steel has always been a supporter of sustainability and green steel. Kalinganagar expansion is also part of this commitment:
- Zero Liquid Discharge system has been implemented in the plant.
- Energy-efficient technologies have been used in blast furnaces.
- Strong systems for air quality monitoring and water conservation have been installed.
Apart from this, Tata Steel has also run multiple CSR programs for community development here – in areas such as education, healthcare, sanitation and women empowerment.

Employment Opportunities & Local Economy Boost
Direct and Indirect Jobs:
The expansion is estimated to generate more than 30,000 employment opprtunities directly and indirectly. Local youths have been included in this through skilling programs.
MSME Development:
Small and medium industries within the 50-km radius of Kalinganagar are getting growth opportunities through this project. Demand has increased in sectors like logistics, fabrication, manpower supply.
